Actually no, it comes down on the side of language being fluid and that if we tried to talk to Chaucer for example we would not understand him because of the fact that language changes all the time and so does its grammar. He also mentions that English, part of Germanic languages, is part of a bigger tree of languages that had origins in PIE - proto Indian Eurasian languages.
