If you look under Account you should find it in one of the eight (?) tabs. I have mine listed as Explicit Content (with the ability to see explicit content). I can't remember exactly where though. But anyone who wants to see my journal (And isn't logged in) gets an 18 and over warning. Anyone who has explicit content filtered out, CAN'T see my journal.

It's not necessarily due to "mature" flagging. The big wi-fi provider that covers much of the South Bank in London blocks livejournal in general, but doesn't block dreamwidth which has much the same voluntary mature flagging system.
