Aha - the problem is solved as I am at Spoons in Faversham and changed my theme - and it looks cool. I can only guess it is the Wi-Fi at the hostel that has caused the problem. But why LJ and no other site! Okay. so I am using IE at the moment rather than Chrome - but that will be my next experiment. That awful black bar has gone as well.

I did my bank / building society covert visit using an audio recording dongle device to record the conversation. I knew I should have a trench coat and Galois cigs for this spy classic visit. Yet to do the short report - just happy that LJ is back to normal.

Weather is now fine and sunny but we had a period of showery rain.

LJ membership is disproportionately representative of groups vociferously opposed by Putin's government and the Orthodox church, so they're more subject to DOS attacks from diverse points, and therefore much squickier with security issues.
At least that's the best explanation I've been able to put together.

My personal suspicion is that the amount of Youtube embeds on your journal overstrained the wi-fi - I've had similar problems with very media heavy sites when on hotel wi-fi even when the connection was otherwise good, and I suspect that they may activate something designed to stop a single user from monopolising all the wi-fi bandwidth.
