They say it's a problem of Livejournal's suspicious activity detecting mechanisms which have been made/become more sensitive than previously, which results in way easier IP address blocks that affect the exporter then.
Due to them having required users to change their passwords recently (because of a data breach), actually the best would - maybe! - be that all keep their passwords for crossposting up to date, so that the system doesn't encounter any login failures and therefore shuts down towards a certain range of IP addresses (those which are used by the crossposter).
Since the troubles with crossposting have been on, there also were brief time episodes (like one or two weeks or so) where it worked again, then followed by a time episode much longer than that where it didn't work again.
Well, try to make head or tail of it why it behaves so...
